2025-2026 Policy Debate Novice Case List for "Arctic"

The following four topics are the 2025-2026 Novice Case Limits for Policy Debate. A breakdown of these cases can be found in the NFHS Policy Debate Quarterly numbers 3 and 4 when they are published in May.  (At the time of this release - March 12, 2025 - the current publication still includes information from the 2024-25 Policy Debate Topic and Novice Case Limits.)

Novice Cases:

Exploration:

Early Warning Awareness: The U.S. should deploy sensors, drones, submarines, and/or satellites to improve early warning systems and monitor geopolitical threats in the Arctic.

Research Cooperation: The U.S. should restore scientific cooperation programs with Russia and/or China in the Arctic.

Development:

Renewable Energy Infrastructure: The U.S. should develop wind, solar, and geothermal energy projects in the Arctic to provide sustainable power for Arctic communities.

Oil and gas drilling: The U.S. should significantly increase offshore oil and natural gas drilling in the Arctic.
