2026-2027 Policy Debate Novice Case List for "Health Insurance"
The following four topics are the 2026-2027 Novice Case Limits for Policy Debate. A breakdown of these cases can be found in the NFHS Policy Debate Quarterly numbers 3 and 4 when they are published in May. (At the time of this release - March 18, 2026 - the current publication still includes information from the 2025-26 Policy Debate Topic and Novice Case Limits.)
Novice Cases:
Medicare for All — this affirmative is a single-payer, government-run system eliminating private insurance to cover everyone. It would be based on the current Medicare model.
Revise/Expand the Affordable Care Act — this affirmative would strengthen the 2010 Affordable Care Act, likely by strengthening the individual mandate and restoring federal subsidies for marketplace health insurance plans.
Single Payer Option to Replace Private Health Insurance — this affirmative is also a single-payer, government-run system eliminating private insurance to cover everyone, but it would not necessarily be based on the existing Medicare model.
